Marcia C. DuBois
Deputy Commissioner, Division of Community Living
Department for Aging and Rehabilitative Services
Marcia DuBois serves as the Deputy Commissioner for the Division for Community Living of the Department for Aging and Rehabilitative Services (DARS).
The Division for Community Living partners with more than 60 community based organizations which look to the agency for oversight and funding. More than 40 division staff oversee the administration of the exemplary services provided to older adults and people with disabilities by Virginia’s 25 Area Agencies on Aging (AAAs), 17 Centers for Independent Living (CILs), 13 Public Guardianship Programs, and 12 Brain Injury Programs; explore creative ways to improve services; provides direction to six gubernatorial boards; and devises strategies to address emerging legislative, regulatory, and policy issues in order to guide the Commonwealth in preparing for an aging population.
Previously, Marcia served as the Independent Living Director and Livable Communities Coordinator for DARS where she managed all aspects of the Independent Living Unit, promoted Virginia’s Blueprint for Livable Communities, served as the DARS liaison for housing and transportation policy and planning activities, and provided technical assistance and monitoring of community based programs including Area Agencies on Aging, Brain Injury Programs, and Centers for Independent Living.
A Richmond native, her career working in the aging and disability field began while completing her studies at Virginia Commonwealth University. Later, she moved to Harrisonburg and became the co-founder and Executive Director of Valley Associates for Independent Living (VAIL), a consumer-controlled, cross-disability Center for Independent Living (CIL).
During her 21-year tenure as executive director at VAIL, Marcia acquired extensive experience with non-profit management and human service systems including Medicaid service delivery, managed care, community based services, vocational rehabilitation services, education, and social service systems. She holds a Master’s Degree in Management and Disability Services from the University of San Francisco’s McLaren School of Business.
